A CEO’s Perspective on Health Reform

Speaker: Pat Geraghty, President and CEO, Blue Cross and Blue Shield of Minnesota
The course will review major concepts being proposed in health care reform—both voluntary and legislative reforms. The concepts addressed will include payment reform to change the delivery system; new coverage concepts to reach a goal of “coverage for all” and the importance of building a strong foundation for prevention of illness and disease as a major step toward flattening the health care cost trend.
Key Learnings and Session Objectives:
- Concept of “global payment”— a term referring to a per-patient payment made from a payer to a provider entity. In exchange for this payment the provider assumes responsibility for substantially all of the care needs of the patient. This type of payment mechanism is seen as fostering innovation and rewarding efficiency, effectiveness and quality.
- Examples of care reform—highlighting the new concept of online care—and how changing where and how health care is delivered can support and encourage health reform.
• Coverage for all—focusing on the synergy between an individual mandate, guaranteed issue by insurers—and the connection to being able to offer coverage to all Americans—including a review of the rationale for an individual mandate and its relationship to guaranteed issue requirements.
- Public Plan option—a review of the public plan options being discussed by Congress—and a description of what it might mean to Minnesota. Also a review of steps Minnesota has already taken to reach a 90% rate of health coverage for Minnesotans
- Prevention—a review of the effective “holistic” model for prevention that has helped lower the rate of smoking in Minnesota—and the importance of creating public policy that supports prevention as a sustainable way to lower health care costs.
