Portico Healthnet – Fifteen Years of Securing Coverage for the Uninsured

The Executive Director of Portico Healthnet, Debra Holmgren, will speak briefly about the wonderful work that her does, and she'll also share some information about an upcoming event that MAHU will play a large role in.
Minnesota’s Uninsured, Health Care Programs,
and Partnership Opportunities

Key Learning and Session Objectives:
This course is designed to provide an overview of the uninsured in Minnesota and the relationship between this population and the Minnesota Health Care Programs. It will identify what the Department of Human Services has done to improve outcomes related to our programs and the new and creative approaches we have designed to increase enrollment and enhance our relationships with external partners. The course also provides the necessary education to foster new ideas and solutions which will include both private and public entities. With the new economic climate, innovative thinking and new partnerships will be necessary to produce better outcomes.
The participant will be able to:
- Identify the uninsured of Minnesota and understand the role of Minnesota Health Care Programs in reducing the number of uninsured.
- Distinguish between individuals potentially eligible for public programs and those that require other types of insurance.
- Engage in discussions identifying new solutions for the uninsured in Minnesota and expanding health care options between private and public entities.
About Debra Holmgren:
Debra Holmgren is executive director of Portico Healthnet, an independent financial partnership between fourteen Twin Cities hospitals that redirects a portion of uncompensated care spending to provide primary and preventive health care access to the low-income uninsured. Deb has overseen Portico since its inception within the HealthEast Care System in 1994. Deb currently sits on the Council of Agency Executives for the Greater Twin Cities United Way and the United Way Washington County East, and on Medica’s State Public Programs Advisory Council. She has also served on the Minnesota Department of Health’s Disparities Task Force and as a board member for the Women’s Health Leadership Trust. Deb holds a Masters degree in public affairs from the University of Minnesota’s Humphrey Institute, and a Masters in sociology from the University of Missouri.
About Pamela Daniels:
Ms. Daniels has 25 years of experience with Minnesota’s publicly funded health care programs, including direct client service at the county level. She manages Minnesota Health Care Program eligibility support for external partners including training, program materials, and a resource center for expert assistance. She also manages the Minnesota Community Application Agent program, a public/private partnership opportunity to provide Minnesota Health Care Program application assistance to the uninsured.
